Is there a way I canget the scout news item to default to attributes rather than scout report?

It should be controlled by the scouting centre recommendation card xml file found in the panels/widgets folder extracted from the panels fmf file.

Locate this line (#304):

<container class="tabbed_container" default_item="prcn" save_session_state="true" inset="0" offset="0" id="tabc">

And change the default_item id to the one you want - the other ids are listed as the container ids for the various other tabs, attr should be the attributes one.
