B/Reserves/II teams and how they manage themself

Hi, so i'm playing in Germany and my "II" team is not in a playable league, which is fine but because of that i don't want to waste too much time on this team.

I want it to be self-managed so what i did was set my DoF to do transfers, player sales and contracts for my II team. The latter two worked but i noticed that he doesn't buy anyone (so far) nor does he transfer- or loan list anyone. He renews contracts (even of sub-standard players) and sells players that other clubs are interested in, that's it.

I still have to decide which player transfer- loan list, who's contract to run out, who to buy etc. Is this how it's supposed to work?
