Loaning players out not viable

Currently at rangers, signed around 8, 17-18 year olds with 4 star potential. Though I would loan them out, however despite them being loan listed, whenever I offer them to clubs, there is no interest or clubs don’t find a move viable. I have tried a variety of loan lengths and wage fees, even offering to pay 100% but still no takers. I previously managed at PSG and didn’t have any issues with loaning players out. Any advice would be greatly appreciated
