How to ask for an Under 23 team?

In my Blackpool save I have been in the PL quite a few years now (am now in the 2024/25 season), yet my Under 23 team isn't in a league. I have constantly improved my youth and training facilities every year (they are still quite bad, basic training facilities, poor data analysis facilities, adequate youth facilities and a youth level of 3) but they are being redone again at the moment and this is my third season in the PL now and I still haven't noticed a change - was even in the Europa League qualifiers this season and all my U23 side play is friendlies and the Checkatrade trophy.
