Non-contract players & the payroll budget

I’m managing a lower level club in Wales that was over budget when I started. So I want to reduce current spending but also sign a few non-contract players to fix weak spots in the squad. 
 

The problem is that when I release a non-contract player my current spending number on the financial page does not go down. But when I signed a new non-contract player the current spending number increased!

 

So it seems like something is wrong with the game financials. Either non-contract players count against current spending or they don’t. Right now the accounting isn’t consistent.

I think what's happening is you're paying appearance fee's instead, so it contributes that way.
