You will need to send him to a country where he can get citizenship withing a reasonable time, be sure that he will want to take that citizenship and that the whole scenario will not be affected when Brexit happens. How can I do that if I can't sign him in the first place because of work permit? The game has told me that we are not leaving the European Union, which is very sensible indeed.
