Players not reaching potential despite good form and training rating

As the title says really! 

For example, I have Haland up front, he’s averaged 25-30 a season over the last 3 years and his training rating is 8.9. 
 

his potential rating was 5 stars but he’s stuck on 3 now. 
 

Any Ideas why?

The star rating system does not rate the player against the rest of the database, but against the players in your own team.  If therefore you are playing at a top club, then his potential rating will be lower that it was when he was playing in a weaker team because the rest of the players in the top squad will also have high PA

Also if he’s scoring 30 a season do you really care about his star rating?
