Nation rules greyd out FM20

So im trying to create a new nation using CIS.

I did the nation.xml edit so that i can change the continent.

this is what i did so far:

CIS to newnation, continent edited.

Created a city, stadium, 4 teams and a league just to test.

Now i want to go to the nation rules but is greyed out... i cant use it... what am i missing?

never mind...... found the problem.... some weird rules were already in place.once removed i wasnt locked anymore

How did you get rid of the weird rules? What were they?

i must have created some rules without noticing. it was pure jibberish. maybe when i was checking the options some of them got confirmed with me noticing it
