Indian Super League and Designated/Marquee players

I try to make the indian super league with 100% REAL RULES. The Indian super league has a salary cap like MLS and A-League and every team can have maximum one designated/marquee player excluding from the  salary cap. I managed to create correctly the league with the salary cap but there is a problem with the designated/marquee players.  In advance editor in fixture rules , in squad rules i put one marquee player maximum, i tested the file  and everything seems to work perfect but in game there is no any change about marquee players and i cannot sign any player under marquee rules in contract. I think it has someting to do with the SQUAD SELECTION VALUE in advance editor but not sure. Or maybe its hardcoded and only mls and australian league can have designated/marquee players. I am not sure.  I would appreciate any help to solve this problem so i can create the league with the correct rules , thank you guys.
