Calendar Conflict International duties

I've worked long and hard to create this American database, I'm very frustrated about the dates.

With a minimum of 3 players with international duties i should be able to postpone a match but it isn't working at all. 

I'm also shouldn't be able to play matches in the period of international duties. 

The game doesn't use the settings I made in advanced rules and I can't figure out why.

As you can see its the world cup in 2022 and I still have to play in the american competitions

I really don't understand where this problem is coming from, I didn't tick the box play during interland duties. 

I have 2 matches during the same day? come on now does this have anything to do with the format?
