lower league (level 9 and below) promotion and relegation places help

i've downloaded a file to add lower leagues to england and done a lot of work to it adding a league at regional level, creating 20 b teams for various premier league and championship clubs and sorting out promotion and relegation with the additional league in the regional first divisions and im pretty sure my math is solid.

however im getting a validation error on the number of relegation places from level 10 which has been set to zero (min & max) does anyone know what these should be set to for levels 9 through 13?? or how i can deactivate these levels completely as the lowest league i'll be playing in is the regional first divisions but would be nice to have them..
