How to have faces and regen faces with facepacks working

hi again, i have posted this on steam football manager 2020 . fm 19 and 20 dont allow me to have faces showing in my game, why???? here are the steps i been doing and for past 2 versions it is not working  Folders, in my documents under sports interactive i have created graphics folder, i then created pictures folder, and pasted in faces folder with latest config.xml  in FM 20 I have fm -Preferences then Interface i hava Reset -Clear Cache then i have skin and ticket on clear cache reload skin show IDs under player screen - ticket on show picture of players Confirm, ps i have done it on numerous ways Never ever it worked why???
