Board over ride got cancelled

So I just got FMT after years of playing FMM. I bought the Board Override add on to allow me to upgrade my training and youth facilities. It all seemed to go through approved until the summer where I was told it was cancelled because the club couldn't afford it. Is this how this add on is intended to work? I don't understand it at all, what's the point in letting me buy it just for it to get over turned? Doesn't seem to say anywhere on the store page either that you might be wasting your money because the game just decides to cancel it. Disappointed really, I was starting to enjoy the game now I feel like I've been taken for a mug.

I had that after I had paid for it. So infuriating. I think the lesson I've taken is that only use it when the club could realistically afford it and its just the chairman being a *****.
