If this is a promise or part of the club vision you agreed to then your progress/success will be tracked in discussions and updates from the board. If this is something you would like to do, then yes you can develop young players yourself, but as with real life, each player develops differently. As a general rule, if he is younger than 18 then training in the u18s or even u23s will be more beneficial. So keep him at your club until he turns 18 Once older than 18, playing time becomes more beneficial - playing time being in a first team for competitive fixtures. If you don't have room in your own first team, or he isn't quite good enough, then you can loan him out to an club at the appropriate level. So, Player A is 19 yrs old, he has developed well in your youth system since joining on intake day. Check his report card, the coach will advise " He is performing at League 2 level" - so offer him out to loan and ONLY accept offers from League 2 clubs. Of those offers, priority is game time, so you should insist on AT LEAST 'First Team Regular' and also the better training facilities they have the quicker his development may happen. Over the course of a season he should gain attributes, you can ,monitor his progress in the Development Center and/or through updates in your inbox.
