Reserve/Youth League Help - Local Regions

I get so frustrated with the editor at times.  I always manage to get to a stage where i'm happy with what i've created so far, but can't get one little thing to work exactly how i want it too....

So basically, i have created 4 reserve and youth divisions based on local regions, and have added the teams that i want to compete in to each of these leagues.  What i now want is for the game to add and remove teams from these leagues in future seasons based on the reputation of teams.

In the teams section, i ask for "Best Local Region Teams" to be picked, but when i run a test/ try to verify it says that there aren't enough teams.  Is anyone able to offer some assistance on this please?

I have tried to set up reserves automatically, but the Advanced Editor just doesn't give me the options that i need to create what i want.
