under review Editor file not working in-game although nation rules are valid

I've unlocked the lower leagues for Poland in the editor down to tier 4 with tier 5 as the inactive division.

Although I can't select any custom leagues when loading the database in the game. 

As you can see down below it appears and is selected before hitting the "Advanced setup". 

But when I am supposed to add the lower leagues after the database has been loaded they're all gone. 

And here is the file I created.

I have the same problem with the Dutch lower leagues

Thanks for the report and the edit file, I've logged this internally for further review.

I had the same problem after I added the lower leagues to Iceland. I converted to advanced rules, didn't change anything else in the nation rules after that and verified it again. Now it seems to work. Might be a temporary work around.
