Meaning of White Star and Binoculars

Greetings,

On some players their current ability and/or potential will have some stars as White instead of not being there.  What does that mean?

Also, does the binoculars on a scouted player indicate the percent scouted by the scout?  Like if the bar by the binoculars seem to be about 30 percent filled, does that mean that the scout is 30% of the way towards completing his scouting on the player?  Does that also mean the rating may change significantly once he finishes scouting the player?

White stars are the same as black stars were in previous FMs - it's potential rating that the scouts aren't sure about.
