I have observed its only the get further forward, stay wider/narrower and run wide/cut inside with ball instructions that are unable to be selected. FYI in the pictures below the ones which are coloured green are the hardcoded instructions to the selected role and not manually selected. This happens both in match as well as while you are on the tactics screen. Please look into this matter as this limits the customisation heavily.
