Newbie Question on Contracts

So, big FM newbie here. Very basic question for you. I've taken over at Spennymoor in Vanarama North. I have a 16-yo player who is on a L250 contract per year, expiring in 6 months. He's decent. 2-star current, 4-star potential. My youth system is barren, so my initial thought is I'd prefer not to lose him. I'd like to keep him in my U18s. Another team is trying to get him on a free transfer and has given me an offer. 

  • If I want to keep him, what should I do? Offer him a new contract? Just reject the offer?
  • If I don't want to keep him, do I request a fee?

Specific instructions would be super helpful here, as well as any thoughts on what I should typically consider when making a decision of this sort!

Some key points to take into account:

  • Spennymoor (as well as any other team from the division) have poor facilities so your player will need to play in order to improve, training alone won't do that much;
  • free transfers between English clubs only work in the last month (no Bosman rule) so you have more time to decide
  • if you want to sell try to include a % of next sale clause, if he ever turns out any good you'll get good money years later
  • if you want to keep him, he should probably accept a contract with a low wage since he's homegrown and young
  • if you want to develop him you'll necessarily have to give him games in the first team or else he'll get lost in the U18

So, I think was wrong, it wasn't a free transfer. Can you help me understand what exactly I'm looking at here?

It is a free transfer - they're offering nothing. Not unusual at that level, because most clubs have no money at all. Just reject the offer.
