International Call-Ups

I have been having great fun compiling english players in my Aston Villa save. My initial intent was to sign young talented english talent and eventually see them progress to the national team.

Unfortunately, the poor player ratings seem to have affected the possibility of players being called up. I am unsure if call-ups boil down to reputation or performances. Performance wise, Rhian Brewster won the Golden Boot for me but still has not gotten a call-up. Neither have Marcus Edwards, Maddison, Dele Alli etc As a comparison, callum wilson is in the squad but Brewster beat him to the golden boot.

This was never an issue in previous editions of football manager and the lack of international recognition for my players lead to their values being affected too. I cant help but think that the broken ratings system leads to this and i sincerely hope this can be resolved in the next update or others can share their experiences?
