Youth intake bug is still there

This bug has been putting me off the game since the beginning. The amount of newgens produced every year is too few. And always one nation gets almost every one of them. In my previous save I had this with having almost entire newgens French while the country (Turkey) I'm playing in managed to produce only one player in a year. I ran a test save with latest patch but this time game decided to be generous and gave me three instead I don't understand why it's doing this. It wasn't like this in FMM20.

 

 

Plus I can't make sense of how the game decides the European Coefficient for leauges. They're clearly not the same with real values. They seem to be arbitrarily decided and every leauge is given a preset yearly coeff range and the game pick a value within this range randomly. I couldn't play too much into the game this year but last year I definitely encountered something like this. I wonder if is it the same for FMM21 I don't want to find it out before sinking too much time into it.
