FM 20 Work Permit Questions

Who required the work permit in FM 20? Only non-european players? Will it be necessary for all non-UK players after brexit? Are there multiple brexit scenarios? Where can I find these scenarios?

Also, I have another question about work permit, right now at Northern Ireland's Knockbreda F.C.I am doing a journeyman challenge. There is a Mexican player named Elvin Rivera, I cannot sign the player because he does not have a work permit, but he played in 3 different Northern Ireland teams before. If I can't buy it, how did those teams get it?

Its all listed very detailed under Rules within the game. Go to competitions, click on the league. Mouse over "Overview" near the top left and click Rules in the drop down menu.

I did the british isle challenge and I remember there was a points threshold. I cant remember the details but International Apps and Wage is a factor. You can see in the red box in the picture that if you offer that player high enough wage he will get a work permit. The other 3 teams must have payed him a larger salary.

After Brexit, all non-UK players will require a WP and the conditions for acceptance are laid out in the rules. When a player signs a new contract with his own club or another one, he will require a new WP, so he wont necessarily get a new WP unless he satisfies the conditions at the time of signing.  Check the scout report for any player and it should indicate whether a WP is likely
