Yes. Because a set piece or goal kick is the logical place to start a highlight.

(That's not to say that the game isn't generating too many corners and throw ins, but from the perspective of presenting a highlights package, starting each highlight at a set piece works better from a continuity perspective).

I suspect that all the highlights will start with the ball being put into play, so those that have been mentioned will be high on the list of starting points.
