Is it possible to allow B teams to promote to the same division as the main team?

I have spend hours looking around the advanced rules in the editor trying to find the correct ones. For example I managed to allow Bayern II to promote to the 2. Bundesliga, but with the exact same promotion rules they were still singled out under rules for the league to be ineligible for promotion.

 

The setting I have tried changing:

           Under Promotion/Relegation tab:

                     ticking 'Allow B teams to be promoted from lower division'

                     ticking all the 'Block teams from promotion' and leaving it empty (tried all the similar settings as well)

           Under Stages -> Stage league -> League Settings

                     Removing all the relevant B team rules from 'Other League Stage Flags'

 

Feels like it either is impossible or I have clearly missed something.

Any help would be appreciated!

@GeaterAntsIf you link the clubs as it is the case in Spain (see screenshot) and then uncheck "Cannot Play In Same Division", it should work.
