How can I get other nationalities in my youth intakes ?

Hey guys, I'm managing in Holland doing an academy challenge.
Is there a way to get other nationalities to appear in my youth intakes ?

There are many different suggestions going on, foreign staff, scout knowledge, etc, but the only known ways are:

1. To have as good youth recruitment as possible
2. Feeder clubs in other countries with the added "<feeder club> may send youngsters to train at <parent club> to gain experience" added.

Perhaps other things work as well, but we've never gotten any confirmation regarding it.
