Scouting Reports when at a new job

It never made any sense to me that when you start a new job you simply have no information from scouts. I can understand that you may not have the same report or players scouted as a previous club. However, it's always a challenge to assess a current crop of players vs what might be available during the transfer window when there's zero reports. 

The suggestion in a nutshell is when starting a new job scouting reports done by a previous manager at the club should be available to you when you take over his role.
