Cannot assign second assistant coach to attend press conferences

I'm managing in the Scottish Premier League and it allows me to hire multiple assistant coaches. I hired a second assistant coach to replace one of my regular general coaches and I've set him responsible for some of the staff responsibilities the existing assistant was doing.

However I cannot set the new assistant coach to attend any press conferences nor can I set him to give me player reports. He doesn't appear on those pulldown lists in staff responsibilities. The first assistant coach Stevie Crawford  is on the list but the new assistant coach Nicky Butts is not. For Player Development advice he shows up, but in the responsibilities I mentioned he isn't available.

This is a bug, I think? I don't know of any legitimate reason this assistant coach would not be available for those duties.
