Continental Qualifying help [FM 21]

I really cannot figure out how to make this work, been trying for weeks. No matter what I do, I can't get the correct teams to qualify for the Scotiabank CONCACAF League.

I just want the winners of the opening/closing stages to qualify, and, if they're the same team, the team with the second-most points in the overall table. Below, the teams that should have qualified were Walter Ferreti and Ocotal. 

I tried setting Continental Cup Rules, but no. I tried setting League Fates in a separate qualifying stage (but instead of second most points in the overall table, just made a table of playoff finalists), and that worked, but I feel like there's gotta be a more streamlined way to do it.

I tried checking out how SI set up Colombia and Peru to see if I could get any ideas, but neither setup worked for me, either.

Does anyone have any ideas?

some follow-up.

i played around with things, and managed to (mostly) get this to work. i found out about how to use "test competitions," and jesus christ, was that a time-saver! here are the current settings:

 

Stage 5: Continental Qualifying

Teams:

(1) winner of Opening Stage, seed 0

(2) winner of Closing Stage, seed 0

(3) top 4 teams from Overall Table, seed 1

Table is sorted by: Team Seeding --> Points (taken from the Overall Table) --> etc.

Here are the fates I've set, should be the top 2 teams in the table.

I've also added the below Continental Cup rules

And I added this "send to continental cup seedings" stage action to make sure.

SO, while in my testing, most of the years work (here, 2022/2023):

For some reason, the first year, the 2020/2021 season, does not:

The weird part here is that I have no idea where the game could even pull CD Walter Ferreti from, since the team didn't even qualify for the Continental Qualifying stage! 

I've tried about a dozen different ways, and this is always the best I can do.  Any editor wizards have any ideas on how to fix this?

are they under "registered teams" for the competition itself (not the advanced rules)?

Thanks for the reply!

The only registered teams for the CONCACAF League are for the 2020 season, and are Real Esteli and Managua FC.
