National B Team Eligibility

Hi not sure if anyone's experienced this problem before but would appreciate any help

I'm managing the Nigeria international team and I can't submit a B-Team squad for upcoming games this is due to players being ineligible as they are based in domestic leagues 

However when I search for Nigerian Internationals playing in Africa on the scout search it only polls a handful of players (no where near the required 21 and no Goalkeepers) meaning I can't progress in the timeline 

 

Is there anyway to populate a bigger list of players to select from or even hand the B-Team over to the assistant manager
