Allow Personal Terms to be Agreed Before Fee

As title says. Seems to be common place that terms are agreed with players before the final payment structure and fee is agreed. I'd like to see this implemented in some deals

I don't know how they'd implement this, it may be difficult with the AI's inconsistency with transfer fee's unless the player in question has already been placed on the transfer list as they'd be demanding a "fixed" fee.

Currently transfer regulations indicate that players can't discuss terms until clubs agree fees, but there does seem to be examples where this has been reported in real life. We strive to present an accurate version of real life transfer dealings, so if regulations do change we'll take that into account for future versions of FM.
