That means the timescale decides the scope of the changes, rather than the changes dictating the time required. It also makes it difficult to implement major changes in a single year, but for the game to progress that has to happen sooner or later. As a result you have a 3D view with limited animation and press conferences with limited questions. Both are improvements, but the real benefit won't be seen until the next couple of versions.
