Not 100% it's a bug. I'm playing as South Korea U23 manager, and it's time for the Asian Games. This tournament allows 3 overage players (which is displayed correctly on the news item to decide the squad, and the squad screen. However, there doesn't seem to be any option to actually call up overage SK players. If I go to one of them, under the national team menu, there is no option to add them to the squad. And yes, the squad has open space for more players.

We're not in a position to release any further updates for FM21, but will be looked at for future versions. If we manage to find a workaround when looking at the save we'll also come back and let you know.
