Custom Database Not Loading

Hi everyone, I've played custom databases in the past but I'm having an issue loading one today on FM21.

I have it downloaded and saved in the correct location, I can even select when starting a new career, however the database just doesn't seem to load, no information has changed from the existed database it seems.

For context, I want to start the San Marino Challenge (again), but Serie D is not available to me despite having the appropriate database selected. I've tried
