[Suggestion] Update Recruitment Staff, Dynamics, and Hierarchy

I think there could be some alteration of the scouting attributes. Instead of judging ability and potential, we could have video scouting, judging technique, judging tactics, judging character, and networking (as well as maintaining existing attributes: adaptability, tactical knowledge, man management, and analyzing data)

  • Video scouting: Staff ability to make basic assessment from match footage
    • Doesn't provide an accurate view of the player's attributes, but narrows the "fog of war" and provides a basis for further review.
      • May unveil anything about
        • technical: ability controlling, passing the ball, tackling and positioning etc
        • mental: making line breaking passes, maintaining good positioning and tactical structure, lacked
        • physical: routinely subbed and not completing full 90, routinely getting beat for pace or shouldered off the ball
        • and hidden attributes, but not a full picture and game state dependent
  • Judging technique: Staff ability at gauging a player's aptitude with the football (technical attributes) and reading the game (mental attributes). For opposition scout, would highlight the technical strengths and weaknesses to exploit.
    • "Player X has a poor first touch, pressing him frequently may lead to turnovers"
    • A higher value will more precisely show the attributes (a single integer) in fewer scouting missions
    • A lower value may take longer to to show a precise value of an attribute, but may never progress beyond a range
  • Judging tactics: Staff ability at gauging a player's fit both the position/role/formation he is playing when scouted and the position/role/formation he is being scouted for. For opposition scouting, would suggest a tactical role to take advantage of the player's role
    • "Player X is likely to play as a wing back and push high to support the attack from the RB position. Consider focusing our attacking play on the left flank to take advantage."
    • A higher value is more likely to accurately identify the role the player occupies in for their current team and/or how well he would fit in to the parameters of the scout's assignment
  • Judging character: Staff ability at gauging a player's personality, intangibles, general professionalism, and ability to adapt to the country my team is in. For opposition scouting, would identify if a player can be exploited because he's temperamental, he's inconsistent, lacks composure, or can't handle pressure.
    • "Player X has a short fuse, consider tight marking and hard tackling to set him off"
    • A higher value is more likely to describe  a player's hidden attributes (loyalty, professionalism, pressure, etc) and the player's commitment to their craft.
  • Networking: Staff ability to make connections with agents, backroom staff, coaches, and players.
    • A higher value is more likely to elicit information about player's interest in a transfer, the player's position in his current squad as a leader and social groups, and more about hidden attributes
  • Analyzing Data
  • Tactical Knowledge
  • Man Management
  • Adaptability

Instead of judging a player's potential, scouts would indicate whether a player's ability and character indicate a likelihood for adaptation, improvement, and making the grade. "Player has the technical ability to play in the Premier League, he needs add some muscle and improve in his defensive positioning and composure on the ball, but if he continues training like he has for his current club and adapts to life in England, he should be a regular starter in the Premier League."

The recruitment roles could also be clarified and specified and structured.

  • Head of Recruitment: Manages the recruitment staff (can be filled individually, or designated to DoF or Technical Director) 
  • Chief Scout: Manages scouts, analyzes and filters incoming reports
    • May travel to make final assessment of transfer target, convince a target to join
    • Primary Attributes: Analyzing Data, Man Management, Judging Tactics
      • Primarily focused on managing the scouts, their assignments, and the data they are reporting back
    • Secondary Attributes: Networking, Judging Technique 
      • Networking can help regional and local scouts with connections in their region and locale
      • Technique helpful when sent to watch a high priority target
    • Optional Attributes:
      • Judging Character
  • Chief Analyst: Manages analysts, assesses statistical reports, backfills video scouting when necessary
    • Primary Attributes: Analyzing Data, Man Management
      • Primarily focused on managing the scouts, their assignments, and the data they are reporting back
    • Secondary Attributes: Networking 
      • Networking can help regional and local scouts with connections in their region and locale
    • Optional Attributes: Video Scouting
      • Doesn't get into the weeds, but may be necessary in the heat of the transfer window
  • Recruitment Analysts
    • No traveling
    • Make assessments on video scouting and statistical analysis
    • Identify weaknesses in current squad and suggest areas for improvement
    • Primary Attributes; Analyzing Data, Video Scouting, Tactical Knowledge
    • Secondary Attributes: Judging Technique
  • Regional Scouts: Assigned to one world region and manages the Local Scouts beneath them
    • Scout marquee domestic and international matchups in their region.
    • Filter scout reports coming from local scouts. Identify players for further scouting
    • Primary Attributes: Analyzing Data, Judging Technique, Judging Tactics
      • Analyzes the reports provided by local scouts and recruitment analysts, makes judgment if recommended players fits into my system.
    • Secondary Attribute: Judging Character, Networking
      • Less removed from judging a player, but can be useful when he's out in the field. Networking can help local scouts with connections in the region.
  • Local Scouts: Assigned to specific countries, domestic competitions, or teams within a country.
    • Primary Attributes: Networking, Judging Technique, Judging Character
      • Primary focus is judging if the player as the technical capability to play for my team and if he will fit with my squad.
      • Networking helps with information gathering
    • Secondary Attribute: Judging Tactical Fit, Video Scouting
      • Local scouts are less concerned with how a player fits into my first team, but high value here will help identify the precise role he plays in his current team
    • Situational Attribute: Adaptability (if assigned to an unfamiliar locale)
      • Higher adaptability means quicker settling in a new environment (no change from current attribute definition)
  • Tactical Scouts/Analysts: Scouts opposition teams and competitions that my team is involved in
    • Primary Attributes: Judging Tactics, Video Scouting, Analyzing Data
      • Highlights tactical and statistical weaknesses of upcoming opposition
    • Secondary Attributes: Judging Technique, Judging Character
      • Higher values provides specific players to target for technical or mental weaknesses
    • Optional: Networking
      • Might help identify injury niggles or discord in the dressing room that isn't publicly known.
  • Youth Scout: Primarily focused on attracting talent to the academy.
    • Primary Attributes: Judging Character, Judging Technique
      • Identifies players in the catchment area and recruits them to the academy
    • Secondary Attributes: Networking
      • Networking ability helps with recruitment and knowing where to go in the catchment area
  • Part-time Scouts: May fill a short-term gap in the staff or be a trial period, but may not be as dedicated to the position or available to do multiple games a week.

Structure shouldn't be hard coded, but I can build the structure out of the number of recruitment team positions my board allows.

Staff would still be considered scouts or analysts. The local, regional, chief scout are position/organization chart titles. I might hire a scout a part-time scout and promote him to a full-time local scout after he unearths a couple gems.

Thanks for all the suggestions, as we have to log each suggestion individually, we would benefit from further development on individual points so that we can best portray your ideas. A few of these have been raised before and so the are already part of the database of features to consider. They all may yet be rejected or with further development end up in a future iteration of the game.
