Xbox training purchase upgrade

I have the xbox 22 version and picked hartlepool and as they have poor training facilities I purchased the board accept request. I added it to the game and still refused to upgrade, I tried this twice and didn't work but taken my money

1) How many nations have you got loaded?

2) How many leagues have you got loaded?

3) How far into the game was you when you made your purchase? (If you can the specific date would be brilliant, but if not the month would be great)

4) Have you checked your in-game wallet?

I have 5 nations and the leagues from them. I'm hartlepool in December so was hoping to try n upgrade before New season as I'm 2nd
