HELP - New stage can't find enough teams

Hi everyone.

 

I have troubles in my Argentinian 2nd division.

It has 2 groups. The 1st of each team plays in a promotion playoff for the 1st promotion.

Also, 2nd to 4rd of each group plays in a QF playoffs, then, the runner up of 1st promotion adds in SF for 2nd promotion playoff.

The problem is I have selected in "Qualification rules" 3 teams -2nd to 4rd- of each group classified to 2nd promotion playoff. However, game only found 5 of 7 teams it needs.

 

Please, I have tried a lot of changes but it still without working.

What does the qualification rules screen look like on the league stage? The qualification places there would need to match up with what you're asking for in the later stage.

Also, have you set both stage 0 and 1 ending as a requirement before setting up?
