Is it possible to purchase FM22 in-game editor through Game Pass?

Firstly apologies if this isn't the right place to ask this question.

So I am playing FM22 on PC through Xbox Game Pass. Is it possible to purchase the Editor to use in conjunction with this?

I can't find it to purchase through the xbox app on my pc and it won't let me purchase it through Steam without purchasing the game first.

Only the games are on the Xbox Gamepass app on PC.
