If you bring a new hire in, they'll drop off info about all about players they know about, often from the clubs they've worked for in the past. Otherwise, staff can seemingly drop off info at random.. maybe from matches they saw or whatever. Coaches, general managers, heads of youth development, etc all have decent skills in the regard, and I guess they just decide to use them by themselves on occasion. It's also worth noting that you can actually send a lot of these people out to scout individual players, and they will utilize their judge ability/potential as well they can.
