Can't remove VAR from Premier League or am I overlooking something? (might be a bug)

So I am editing a bit in the Premier League, changing some of the rules and some other stuff, to try and balance out Europe a bit (yeah, it's a challenge).

When checking the rules for the Premier League I notice that VAR is still in there, even though I removed it. Am I missing something?
At least I have reverted Brexit, but the rules are still a bit weird here and there.

The red boxes from this second screenshot need some work as well, but apart from the players already in the UK I know where to look for it. Cleaning up a bit in the EU list should help as well.
