Trouble Creating a Tournament

I have created 2 Commonwealth tournaments and the first one the Commonwealth Champions Cup I had no problems with but for the Commonwealth Cup I am having difficlty. I've tried following the exact same format as the first tournament but it's saying for Stage 1 (First Knockout Round) I have 0 teams when I need 16. As I am in advanced options and created the second tournament as an add on, I am finding it hard to find where I can directly say 16 out of the 32 teams should qualify. Can someone please look at my files and give advice on how I can sort this problem, it would be greatly appreciated!
