Is there a way to make South American Leagues more attractive to European Based players

Say you give Brazil Argentina and Mexico better TV deals.

Other than that, European based players still dont like to move to those leagues. Is there a way to change that?

There seems to be something else other than league reputation that stops it happening. 

How do you get say Haaland to sign for River Plate?

League reputation, club and manager reputation, chances of winning high rep competitions, high earning potential etc will impact on the player's decision.

Players like Haaland will I presume only be tempted to go to a top 10 international rep team at this stage in his career.  You may be able to attract European players who are past their peak to lower rep leagues.

Also, the game has certain transfer preference settings. These might set in such a way that a Argentina team will never take a look in Europe, or specifically Germany.

I did it. Removed the transfer preferences. Beefed up the league reputation. Increased economic factors and increased the league wages and values.
