Buying pre-signed players out from their contracts.

Hi all. Sorry for the confusing title but I wasn't sure how to phrase it.

I'm managing a Norwegian tier 1 team and signed a Dutch left-back when he had 6 months left of his contratct. His contract ends at 30/6/2029 and he's joining me on 1/8/2029. However, it's the last day of the transfer window before my season starts and I suddenly remember that there used to be an option on earlier games (I think) where you could buy players out of their contracts if they're already joining you in the future. 

Is this feature gone or is it a specific set of requirements that triggers this?

I'm using a custom lower league database for Norway if that matters.

The option is on the Transfer tab of the player's profile screen.

I think what's happening is that you're still in your transfer window, but that Dutch club isn't.
