EU nations with no Work Permits

Are there any nations in Europe with no Work Permit requirements?

I wanna start a save in a lower European league but I don’t want to have to worry about getting work permits for players from smaller nations, thinking players like Raphael Le’ai

I haven't had a look but Switzerland might be a good shout, I don't think they do as a "neutral" nation.

Many nations don't have work permits but have foreign player rules

I think Germany and Austria don't have any foreign player rules at all iirc

Hmm, Austria could be worth a look.

any ideas about Portugal?

Austria has work permits in FM22, but I've never had one rejected so far.

Certain countries will need work permits but I believe it tells you the threshold of money they need to earn per year to get said work permit.

Zealand is doing a save in Austria on the youtubes and I believe I've seen him use this to his advantage.
