Or just reload the save and you will see that it is random :D. It is not a "real vote" that is predetermined, just a % of the candidate list and will give the result right during the news item. Or at least it was like this in FM21, was testing the financial gain from sponsorship during offseason and simmed to the future and I was surprised that from 3 saves I won the manager of the year once and two other candidates the other two - while the season was already completed. And it should have not been even close in terms of achievement, I won the CZ 1st Divion with Lísen Brno, 1 point ahead of the two Prague teams with 10th of their resources while being expected for being competitive in the league.
