Is there any way to stop transfers in a nation?

Normally the answer to this is "give transfer embargoes to every club", but that doesn't work as the transfer embargo ends as soon as a club gets taken over.

Is there any other way to do it?

setting transfers preferences to -1 to countries via a nation's transfer preferences will result in no transfer activity between those countries at all-

setting just all the continents to -1 might suffice I cant remember

but -1 does work with nations as expected I have done this before
