Will "Awaiting Paperwork" for new national team eligibility ever be completed?

Was recommended to post this here as the issue could be with an edit that I have made somewhere. Apologies if there is a way to just move or repost the original thread, but I couldn't find one. 

Anybody here have any ideas? As I stated in the original post, the team that I have created plays in a created city called "Anguilla England", which has its nation set as Anguilla but is actually just a copy of Accrington, in order to make sure that travel distance wasn't rediculously long. It states that the team is based in Anguilla and all youth prospects generated are also from that country. It states that the players are based in England, however this is consistent with other foreign based teams such as San Marino in Italy and FC Vaduz in Switzerland.  

Also just noticed that the nationalities tab and the eligibility tab have different set amounts of days, with the nationalities tab having more. From what I can gather from the actual FIFA rules on who is eligible for the national team however, it is the eligibility tab that should be the one that matters. Anybody have any experience or advice on this topic and how this mechanic works? Can a player not finish the paperwork unless they are based in the nation themselves, even if the team is based in that nation? And any advice on what I could have potentially done wrong while creating this edit if I have done so?

There are special rules for national teams that are part of the british empire I believe, as unlike the usual case they are all part of the same country. Therefore it only requires 2 years rather than 5. Other players, such as for example someone from Spain, still have 5 years that they are required to wait.

That explains it. Must be in one of the agreements. I need to experiment, it makes sense for my country to be included in this scheme.
