Immediately upon exiting the match that wins you promotion the board sets new budgets, etc. But you can't sign players or staff based on your newfound reputation boost, because you're still in that lower division, as far as the AI is concerned. You basically lose a month waiting until the table resets, etc., as only then do players and staff see you as a promoted club.
