Question about Nations and Transfer Values

In general in FM 0 means random.

Transfer values
In the case of some nations no value has been assigned for a transfer values as it is going to be very unlikely that such a player ever turns up in said nation (say Samoa, Tuvalu, Caiman Islands).
In other case the game lets the market decide and it is the buying market (usually England) that decides on the price. That's what happens for say a nation like Serbia.

Wages
Simply said, if it is unlikely that a player of a certain level will ever get a contract in a nation, the value won't be filled. Again referring to nations as Samoa and such, but it will happen for others as well. Important to note here as well, that you can have a player with a potential ability but much lower current ability. The wage will (in general) by based on the current ability and the bigger clubs will be have bought that player away from his original nation by the time he comes close to the level where his original nation does no longer have value preset.

Don't suppose you know if they're dynamic or not? Should hope the average transfer values/wages in a country go up if the league improves and gains increased revenue at least.

If they have amateur contract that can be the case. Setting a number for the low values doesn't mean it always ends in a transfer fee.

Even very low weekly contract players will have $0 bids accepted by the AI. When I manage and reject them the players never really care (unless it's a much higher level side) so it's a bit of an exploit when playing custom database.
