[FM22] La nation québécoise - Québec plays friendlies

This file replaces Saint-Pierre et Miquelon, who are only capable of playing friendlies and custom tournaments, with the Québec "national" team.

Existing Québécois players and regens born in la belle province have dual nationality.

As far as I know the population under Québec's overview/profile tab is hard-coded and can't be fixed, but is just aesthetic anyway.

Next up will be using the Bermuda Hogges trick to create a CanPL team based in Québec City that can only sign Québecois players.

Of course, also compatible with the Canadian megapatch - along with any future version of this Québec mod to make a playable nation with the PLSQ as it's top league.
