Seeding for fixed-draw group stage

I designed a League Cup for the Swedish top tier (Allsvenskan) that contains two group stages and two knockout rounds. But I do want to seed that directly in to a group based on last year. Group A: 1st, 7th, 10th & playoff winner; Group B 4th, 6th, 11th & 13th; Group C 2nd, 8th, 9th & runner-up tier 2 en finally D 3th, 5th, 12th en Champion tier 2.

Second phase would be Group E 1st A, 1st B, 2nd C and 2nd D and Group F would be 1st C, 1st D, 2nd A and 2nd B
